), performs third-party, comprehensive, confidential, environmental compliance evaluation audits and various environmental, health, and safety (EHS) consulting and training.
Ms. Joy Bowles is the co-owner of
SEAS
and provider of the services indicated in this Statement of Qualifications (SOQ).
SEAS
was founded in July of 1997 to provide experienced, professional quality, and cost-effective environmental services to clients in the private business sector. Ms. Bowles joined the company full-time in October, 2005 and is mainly responsible for various EHS consulting and all EHS training.
Ms. Bowles has a Master of Science degree in Biology from Texas A&M University-Commerce (formerly East Texas State University) and a Bachelor of Science degree in Biology from Texas A&M University-Corpus Christi (formerly Corpus Christi State University). Her background includes nine years as an instructor of Biology at Richland and Eastfield Colleges in Dallas, TX. After leaving academics, she worked as an environmental inspector for the Texas Water Commission. She then accepted the position of Environmental Manager for Campbell Taggart, Inc. (one of the largest commercial bakeries in the U.S. and owned by Anheuser Busch). When that office closed, she became the Manager of Environmental, Health, and Safety (EHS) for Gustafson LLC (a manufacturer of seed-applied agricultural chemicals). She worked for Gustafson in that capacity for over 11 years until the company was purchased and incorporated into Bayer CropScience in 2005.
Ms. Bowles has been certified by the National Environmental, Safety, and Health Training Association (NESHTA - formerly NETA) as a Certified EHS Trainer (CET) since 1995. Her certifications are in the fields of Instructional Technology, Management and Transportation of Hazardous Waste and Materials, and Occupational Safety & Health. She has been a NESHTA Board of Directors (BOD) member since 2003 and has been President of the organization from 2004-2006.
She has numerous training certifications and authorizations including OSHA’s Outreach Trainer for General Industry, Construction Industry, and Disaster Site Workers. Ms. Bowles has met the requirements of OSHA 1910.120 (Hazardous Waste Operations and Emergency Response - HAZWOPER) during 40-hr. initial training in 1991 and has conducted 24-hr initial and 8-hr. HAZWOPER Refresher training since 1994. She is also an Adjunct Instructor and Instructional Designer for the Texas Engineering Extension Service (TEEX).
Ms. Bowles began her career by teaching college-level Introductory Biology to science majors and non-science majors for nine years. She also taught Human Anatomy & Physiology and Earth Science related courses.
While working for the Texas Water Commission (currently the Texas Commission on Environmental Quality, or TCEQ), she was one of the first to train various community groups in the Volunteer Citizens Monitoring (VCM) Program (aka “Texas Watch”). She also conducted various environmental inspections (including RCRA, wastewater, and agricultural operations) and surface water monitoring, and assisted with Emergency Response incidents.
When Ms. Bowles worked with commercial bakeries, she was responsible for the initial development and implementation of their Environmental Program and trained over 55 Environmental Coordinators regarding various environmental compliance topics. She also assisted facilities with all environmental regulatory compliance (including written plans, reports, and other paperwork), as well as conducted the monitoring of wastewater and air emissions.
While working for the agricultural chemical company, she provided corporate guidance and assistance for all environmental and safety issues to three production plants, one metal fabrication plant, and one R&D laboratory. Ms. Bowles developed and implemented the EHS program for all six facilities which included Responsible Care codes. In addition to developing and implementing the written programs, she assisted with and oversaw all regulatory reporting and record-keeping and responded to inquiries from the public, customers, and regulatory agencies. She was also responsible for the design and delivery of all EHS training. The training topics included HAZWOPER (Hazardous Waste Operations and Emergency Response), Confined Space Entry, Respiratory Protection, Lockout-Tagout (LOTO), Bloodborne Pathogens, Emergency Evacuations, RCRA (Solid and Hazardous Waste), Storm Water Management, SPCC (Spill Prevention Control and Countermeasure), and DOT Employee Awareness. Due to the quality of the safety program and employee training, one of Ms. Bowles’ production plants was the first in their state to obtain the SHARP, and later, STAR level of OSHA’s Voluntary Protection Program (VPP).
Ms. Bowles’ other duties included developing and updating all Material Safety Data Sheets (MSDS’s) for the company’s 100+ products and countless experimental formulations. She was also responsible for oversight of DOT compliance regarding the transportation of hazardous materials (HAZMATs) shipped by the company. This included developing paperwork and conducting employee DOT training.
Currently, Ms. Bowles is the Principal, Senior Trainer/Consultant for
SEAS
and assists clients with EHS issues such as writing various written reports, programs, and plans; auditing of EHS systems; and developing and conducting regulatory-required training.
