), performs third party, comprehensive, confidential environmental compliance evaluation audits, compliance status reviews (CSR's), and facility self-audits to identify and correct potential non-compliance or non-conformance issues. In addition,
SEAS
can develop waste management procedures, and assist in preparation for environmental regulatory inspections.
Mr. William F. (Rick) Bowles is an owner of
SEAS
and provider of the services indicated in this Statement of Qualifications (SOQ).
SEAS
was founded in July of 1997 to provide experienced, professional quality, cost-effective environmental services to clients in the private business sector.
Mr. Bowles has a Master of Science degree in Biology from Texas A&M University, Corpus Christi (formerly Corpus Christi State University). His background includes two years with the US EPA contract laboratory conducting epidemiological research on pesticides in the Rio Grande Valley of Texas; 10 years with state environmental regulatory agencies (TDWR, TWC, and TNRCC); and over five years as an environmental consultant with Terranext (formerly Industrial Compliance). Mr. Bowles is a Certified Environmental Auditor (CEA). Mr. Bowles has obtained numerous training certifications including: Asbestos Air Monitoring Technician, Asbestos Project Manager, Wetlands Delineation; ISO 14000 EMS Lead Auditor; Hazardous Waste Sampling, and Groundwater Contamination Studies. Mr. Bowles has met the requirements of OSHA 1910.120 (Hazardous Waste Operations and Emergency Response - HAZWOPER) during the 40-hr. initial training and 8-hr. annual refresher courses since 1983.
Relevant to conducting environmental audits of various kinds, Mr. Bowles was trained as a Hazardous Waste Inspector with the state regulatory agency and achieved the status of “Senior Hazardous and Solid Waste Investigator”. As a District Manager (Regional Director, Waco and Houston), for the Texas Water Commission (TWC), currently the TCEQ, Mr. Bowles was given an award for the most improved Hazardous Waste Inspection Program from EPA's Region VI. Mr. Bowles conducted approximately 150 Compliance Evaluation Inspections (CEI's) during his tenure with the state. Mr. Bowles' compliance inspections included evaluations of petroleum storage tank (PST) systems, industrial wastewater pre-treatment processes, and solid and hazardous waste management. Facilities evaluated included manufacturing, mining, electric power generation, oil and gas exploration, development, and production facilities, oil and gas refineries, commercial treatment, storage, and disposal (TSD) facilities, military installations, commercial retail outlets, and petrochemical plants.
As a consultant and Project Manager, Mr. Bowles has conducted over 600 “third party” environmental Compliance Status Reviews (CSR's) and environmental audits at commercial waste management facilities nationwide. These audits are used primarily by companies that wish to determine the general compliance status of a waste management vendor that they are currently using or may use in the future. They are typically conducted every two years and include a site visit, interviews with facility personnel, interviews with regulatory personnel, a review of regulatory records, documents and procedures, and a general evaluation of information provided by the vendor on a company supplied questionnaire. A written report with photographs is provided to the client.
Mr. Bowles has also conducted pre-RFA (RCRA Facility Assessments) audits and pre-CEI (Compliance Evaluation Inspection) audits prior to federal and state inspections at client facilities. These audits are conducted to identify potential non-compliance activities that could result in the company receiving a Notice of Violation (NOV), fines, or increasing the number of areas subject to additional investigation as part of an RFI (RCRA Facility Investigation). Mr. Bowles has also provided assistance and consultation to the company after the audit to enable them to reduce or eliminate additional regulatory requirements.
Additionally, Mr. Bowles has conducted comprehensive compliance audits as a member of an audit team at the client's own manufacturing facilities. These audits provide the client with information concerning the compliance status at their various facilities in order to address these issues in a timely manner. These audits are usually conducted using either the clients' format or a standard format generally recognized by the industry. A qualified and experienced audit team can be mobilized for these audits with advance notice. This allows time to schedule the various team members depending on the client's operation.
